President Shavkat Mirziyoyev has disclosed the reason behind the recent dismissal of former Minister of Emergency Situations Abdulla Kuldoshev. The announcement came during a high-level meeting on combating corruption being held in Tashkent on March 5.

According to the presidential press secretary, Kuldoshev and his deputies were dismissed due to a rise in legal violations within the ministry.
The construction industry, previously identified as one of the most corruption-prone sectors, has undergone significant changes following the implementation of the Transparent Construction program.
Prior to the reforms, fewer than 1,000 contractors were involved in state investment projects. By last year, the number had surged to over 4,000 contractors working on 13,500 facilities. Digitization efforts in the sector have reportedly saved the national budget UZS 3.6 trillion ($281mn) over the past four years.

However, despite these improvements, growing bureaucracy and widespread violations of fire safety regulations during the issuance of construction permits and building approvals led to Kuldoshev's dismissal last week.
During the meeting, officials also highlighted positive trends in land allocation, another area previously plagued by corruption. The transition from administrative land distribution by local governors to an auction-based system has significantly reduced bribery and bureaucratic hurdles for citizens seeking land.
Kuldoshev had served as Minister of Emergency Situations since March 2022. On February 25, 2024, Botir Kudratkhodjayev was appointed as his successor.
