    Uzbekistan enhances oversight on alcohol and tobacco sales with Ministry of Trade licensing authority

    In a move aimed at strengthening regulatory measures surrounding the sale of alcohol and tobacco products, the Ministry of Investment, Industry, and Trade (MIIT) in Uzbekistan will now play a pivotal role in issuing and revoking licenses. This development stems from a decree by the President of Uzbekistan, Shavkat Mirziyoyev, introducing amendments to the law regarding licensing, permitting, and notification procedures.

    Under the new regulations, MIIT will be responsible for granting licenses for the production and wholesale distribution of alcoholic beverages and tobacco products. Retail trade in tobacco products, on the other hand, will be allowed upon notification to local tax authorities.

    The decree also empowers MIIT to revoke licenses or permits in cases where sellers of alcohol or tobacco products consistently violate necessary requirements, with a frequency of two or more violations within a one-year period. Furthermore, the document allows for the revocation of licenses in instances of gross violations leading to harm to citizens' lives and health, infringement upon someone's rights and legitimate interests, or damage to public safety and the environment.

    Notably, individuals or companies facing license revocation will be barred from obtaining a new permit or license for a period of one year. This restriction extends to new enterprises where the founder or beneficiary is identified as a violator.

    The amendments, set to take effect in three months, mark a significant step in ensuring stringent oversight and compliance within the alcohol and tobacco industry. By centralizing the licensing process under MIIT, the government aims to enhance accountability and safeguard public health and safety. As these regulatory changes come into force, businesses and individuals involved in the production, wholesale, and retail of alcohol and tobacco products in Uzbekistan will need to adhere to the updated legal framework outlined by the MIIT.
