President Shavkat Mirziyoyev has signed a resolution to enhance the supply of medicines and medical supplies to healthcare institutions, as announced by the Ministry of Justice’s legal information channel.
The resolution introduces changes to the procurement and distribution system for pharmaceutical products and medical supplies, building on discussions from a November meeting chaired by the president.
Establishment of Procurement Center
A centralized procurement center will be established, integrating the operations of Uzmedimpex and the Training and Production Center for Servicing Medical Equipment under the Ministry of Health. To ensure regional access, branches of the center will be set up in all regions outside Tashkent.
New Procurement Procedures
Starting January 1, 2025, state procurement of original drugs directly from manufacturers and official suppliers will be permitted under specific conditions. Lists of eligible drugs will be defined separately.
The resolution also allows direct contracts for the procurement of medicines and supplies for emergency and urgent medical care. Reagents and consumables for closed-type laboratory equipment will follow the same procedure.
The Department for Combating Economic Crimes of the Prosecutor General’s Office will oversee the legality and efficiency of drug procurement processes. Law enforcement agencies are tasked with ensuring the proper delivery and use of medicines and medical products.
