President Shavkat Mirziyoyev has approved a set of proposals aimed at transforming the training of promising personnel and expanding the education of specialists abroad, introducing a new system that emphasizes targeted, high-level training in key sectors of the economy.

During a presentation on May 5, President Mirziyoyev reviewed comprehensive plans to enhance the country's human capital through a cluster-based training system, combining domestic and international education resources.
At the center of these reforms is the reorganization of the "El-yurt Umidi" Foundation into the "El-yurt Umidi" Fund for the Training of Promising Personnel under the President of Uzbekistan. Simultaneously, the Academy of Public Administration will be transformed into the Academy of Public Policy and Administration under the President, forming a unified training cluster in collaboration with the Civil Service Development Agency.
Since its inception, the "El-yurt Umidi" Foundation has sent 2,225 scholarship holders to study in 45 countries, allocating UZS 1.5 trillion ($116.3mn) from the national budget. Of these, 1,400 graduates have returned and are actively contributing to sectors such as the economy, education, science, medicine, and governance. Currently, 748 students are pursuing degrees at universities ranked in the Top 300 globally.

To increase access to prestigious universities, the new system introduces automatic scholarships for students accepted on a grant basis to Top 100 institutions, and reimbursement of expenses for those in Top 300 universities. Additionally, Presidential School graduates admitted to Top 20 universities with a 50% grant will receive scholarships without competition.
A Council of Parents will be established to support scholarship recipients abroad, and Uzbek embassies and consulates will be tasked with offering legal and organizational assistance to students.
Under the new approach, targeted six-month internships abroad will be introduced for civil servants and specialists in key sectors such as energy, urban development, transport, architecture, geodesy, land relations, technology, engineering, and public administration.
The Academy of Public Policy and Administration will offer three main programs for civil servants:
- Advanced training
- Retraining
- Master’s degree programs

The master's programs, which may last up to 18 months, will offer specializations in:
- Public Administration
- Public Policy
- Integrated Regional Development
- Human Resources Development
- Public Finance Management
Programs will be developed jointly with international partners and guided by OECD recommendations. Admission will be available through both state funding and paid contracts.
To ensure global standards and relevance, an International Academic Advisory Council will be formed to enhance program quality and forge ties with foreign academic institutions.
The academy will also establish four new centers, including the Center for Scientific and Practical Research on Public Administration Issues, aimed at integrating private-sector best practices into the public sector and improving service efficiency.
President Mirziyoyev endorsed the new proposals and emphasized the importance of identifying and nurturing talent, continuously upgrading institutional capacities, and involving highly qualified professionals in the ongoing national reforms.
