Uzbekistan is taking a step in enhancing its healthcare system with the launch of a tender for the 800-bed Ferghana Multidisciplinary Hospital Public-Private Partnership (PPP) project. This initiative marks a crucial milestone in Uzbekistan's ongoing efforts to improve public healthcare services across the nation, according to Erk Ozbelge, PPP Commercial Advisor to the Ministry of Finance of Uzbekistan.
Since 2017, under the guidance of President Shavkat Mirziyoyev, Uzbekistan has undergone transformative social, economic, and legal reforms, leading to sustainable growth. In line with these developments, the recently issued presidential decree No. 158, known as Strategy Uzbekistan 2030, outlines a comprehensive vision for significant infrastructure investments over the next six years. This strategic plan aims to elevate Uzbekistan to a middle-income country by 2030.
The core principle of Strategy Uzbekistan 2030 is to boost investments across various sectors to enhance the social welfare of all citizens. A key focus area is public healthcare, where Uzbekistan intends to modernize facilities through the PPP framework. The Ministry of Economy and Finance (MOEF) and the Ministry of Health (MOH), along with their advisors, are actively preparing several PPP healthcare projects in alignment with this strategy.
The announcement of the tender for the Ferghana Multidisciplinary Hospital PPP project is the first major healthcare initiative to be launched. The Uzbekistan team has been collaborating with the International Finance Corporation (IFC), the lead transaction advisor for the project, to ensure its successful preparation.
In expressing his optimism about the project, a Uzbekistan representative congratulated all stakeholders involved, including MOEF, MOH, IFC, PwC (technical advisor), Dentons (legal advisor), and various consultants, for their dedication in bringing the tender to fruition. He highlighted that this project presents a significant opportunity for PPP investors seeking to expand their portfolios with impactful social infrastructure projects.
