Uzbekistan's groundbreaking healthcare Public-Private Partnership (PPP), facilitated by the Ministry of Health with advisory support from the International Finance Corporation (IFC), has received the prestigious IJGlobal ESG Social Infrastructure Award. The award acknowledges the project's innovative approach and its real, life-saving impacts.
One of the judges commended this PPP as "truly innovative" and highlighted its contribution to addressing the challenges faced by vulnerable populations in remote and low-income regions of Uzbekistan. The project has made significant strides in expanding access to life-saving services, particularly for rural patients, through the introduction of the country's first-ever peritoneal dialysis service. This innovative treatment enables patients to receive dialysis care in the comfort of their own homes, reducing travel time and costs for families while extending the reach of dialysis care to rural and remote areas.
This transformative initiative is set to benefit approximately 1,100 new patients every year, providing access to treatment for individuals who were previously underserved. Its success is already leaving a mark on Uzbekistan's growing health sector and is expected to influence future PPPs in the country.
The project is distinguished by several pioneering aspects:
First International Healthcare PPP in Uzbekistan: It marks a significant milestone as the country's maiden international healthcare PPP.
Implementation Under the 2019 PPP Law: This project became the first PPP to be implemented under Uzbekistan's 2019 PPP law.
First Performance-Based Contract: This healthcare initiative introduced the first-ever performance-based contract in the sector, ensuring accountability and adherence to medical guidelines.
The project's success is the result of extensive collaboration among government and health sector stakeholders, laying the foundation for further healthcare PPPs. Even in the face of challenges posed by the COVID-19 pandemic, the IFC designed a virtual platform for technical and financial proposals, maintaining transparency and openness throughout the process.
This pioneering project's positive impact goes beyond its immediate transaction. The government of Uzbekistan plans to replicate its success across the country and has several new healthcare PPPs in the pipeline, covering areas such as oncology, hospital infrastructure, and diagnostics.
