As part of its broader initiative to modernize rural healthcare, the Kazakh government has allocated KZT 67mn ($130,099) from the Special State Fund to support the construction of a medical outpatient clinic in the village of Volchanka, Shemonaikhinsky district, East Kazakhstan Region.

The project is part of the ongoing effort to utilize funds recovered from illegally withdrawn assets, in line with President Kassym-Jomart Tokayev’s directive to enhance social infrastructure nationwide. The total cost of the clinic is estimated at KZT 419mn ($813,607), with additional funding previously sourced from the Government reserve and the regional budget.
Currently, 65% of the construction work is completed. Utility infrastructure—water supply, electricity, and communications—is now being installed. The facility is expected to be operational by May 2025.
This project is one of several funded through the Special State Fund. Earlier, KZT 33.6bn ($65mn) from the fund was allocated for the completion of the Hematology Center in Ust-Kamenogorsk.
Kazakhstan's commitment to rural healthcare is reflected in the National Project “Modernization of Rural Healthcare,” which aims to build 655 medical facilities across the country, including feldsher-midwife stations and outpatient clinics. As of now, 467 of these have been completed. Funding is being sourced from both the republican budget and the Special State Fund.
The Prime Minister has instructed the Ministry of Health and regional akimats to monitor the construction of the remaining 188 facilities and oversee hospital reconstruction efforts through weekly updates, ensuring timely progress and accountability.
