In a meeting held on January 19, the Security Council of the Republic of Tajikistan, chaired by the President and Chairman of the Security Council, Emomali Rahmon, addressed pressing concerns regarding national security and law enforcement, the presidential press service reported.
President Rahmon focused on the state of affairs concerning national security, stability, and the rule of law, emphasizing the challenges faced by Khatlon Province. Expressing dissatisfaction, he highlighted deficiencies in the implementation of land legislation, counterterrorism efforts, combatting illegal drug trafficking, transnational organized crimes, corruption, and economic crimes, all of which fell short of national expectations.
The president identified substantial shortcomings within law enforcement, control, and military structures, pointing out irresponsible behavior among leaders in provincial and regional bodies, as well as in various cities and districts within Khatlon Province. Issues such as low professionalism, lack of commitment to official duties, corruption, and the rise of extremist and terrorist activities were sternly addressed during the Security Council meeting.
In response to these concerns, President Rahmon issued a series of specific directives to address the identified challenges. Key instructions included:
- Dismissal of MIA Leadership: The head of the Ministry of Internal Affairs (MIA) in Khatlon Province and his deputies, alongside other key MIA officials in various cities and districts, were directed to be relieved of their duties.
- Prosecutorial Changes: The prosecutor of Khatlon Province and his deputies, heads of relevant departments within the General Prosecutor's Office, and prosecutors in several cities and districts were instructed to be relieved of their duties.
- Security Committee and Anti-Corruption Agency Dismissals: Key officials within the State National Security Committee and the State Financial Control and Anti-Corruption Agency in Khatlon Province were directed to be dismissed from their roles.
- Drug Control Agency Restructuring: Heads of several Directorates of the Drug Control Agency were also directed to be dismissed.
- Military Unit Accountability: The Minister of Defense and the Commander of the Border Troops were instructed to dismiss commanders of military units involved in violations.
Additionally, President Rahmon addressed issues within the State Automobile Inspection of the Ministry of Internal Affairs, calling for a 30% reduction in working units through attestation-service evaluations. The heads of law enforcement, control, and military structures were given a 10-day timeline to appoint competent, professional, experienced, and responsible personnel.
