Uzbekhydroenergo and China Southern Power Grid International Co. Ltd (CSGI) are set to embark on two major pumped storage power plant (PSPP) projects in Uzbekistan, with construction of the Yukori Pskem pumped storage power plant to begin in March 2025.
The announcement was made following a high-level meeting in Guangzhou, China, from January 6-10, 2025, between a delegation led by Abdugani Sanginov, Chairman of the Board of Uzbekhydroenergo, and officials from CSGI. During their discussions, the parties reviewed the progress of the Yukori Pskem HPP and the Khojikent PSPP, both located in the Bostanlyk district of Tashkent region, highlighting the importance of these projects for Uzbekistan’s energy infrastructure.
The Yukori Pskem HPP project is particularly significant as it is the first hydropower project of its kind in Central Asia. With the design phase nearing completion, the project is poised to begin active construction in March 2025, providing a major boost to the country’s energy system. The official groundbreaking ceremony will take place on March 10, 2025, in Bostanlyk, with senior government officials in attendance.
The ministry expects that the Yukori Pskem HPP will play a crucial role in diversifying and strengthening Uzbekistan’s national energy network.
In addition to the Yukori Pskem HPP, Uzbekhydroenergo and CSGI have also signed a Mutual Implementation Agreement (JDA) for the construction of the Khojikent PSPP, which will also be built in the Bostanlyk district. Both projects are part of a larger effort to harness the region’s natural hydropower potential and improve the reliability of the national electricity grid.
CSGI, a major energy company based in southern China, has been instrumental in facilitating these large-scale projects. Founded in 2002, the company is one of the largest energy providers in China, with an operating income of over $118 bn in 2023-2024. CSGI’s involvement in Uzbekistan’s hydropower sector marks a continuation of the growing bilateral cooperation between China and Uzbekistan in the energy sector.
