The Development Bank of Kazakhstan (DBK) has formalized a financing agreement aimed at constructing a new multidisciplinary hospital in Kokshetau, supported by a consortium of international financial institutions.
This project, involving the European Bank for Reconstruction and Development (EBRD), the Asian Infrastructure Investment Bank (AIIB), the Islamic Corporation for the Development of the Private Sector (ICD), the Development Finance Institution DEG, and Proparco, represents the first public-private partnership (PPP) in the healthcare sector in Central Asia.
RenEll Kokshetau is the borrower for this ambitious project, with Rönesans Holding A.Ş. as the key shareholder. The hospital will span 110,000 square meters and will be designed to meet the latest global standards, ensuring that residents of Kokshetau and the surrounding areas have access to high-quality healthcare services.
The total financing for the project will reach up to €365mn, with €30mn provided by the DBK as loan funds to cover essential construction, equipment procurement, and other activities during the investment phase. This financing commitment demonstrates a collaborative approach among various institutions to enhance healthcare infrastructure in the region.

This strategically significant project not only enhances the standard of living for the population but also strengthens international cooperation in the social sector. Through this syndicate, we are uniting the efforts of financial institutions, ensuring sustainable and long-term financing for the realization of such impactful initiatives,” stated Marat Yelibayev, Chairman of the Management Board of DBK.
Once operational, the new hospital is expected to create hundreds of jobs during its construction and provide skilled positions for medical personnel. It will serve over 730,000 residents in Kokshetau and the Akmola region, significantly improving healthcare access in the area.
The integration of cutting-edge technologies and treatment methods is a key aspect of the project, which aims to modernize healthcare delivery and enhance the overall healthcare infrastructure in the region.
