The French Development Agency (AFD) will allocate €30mn to support the green renovation of residential buildings in Uzbekistan, according to the country's Ministry of Energy.

The financing will be directed to the Uzbek Mortgage Refinancing Company and aims to improve energy efficiency in housing by providing credit lines and technical assistance. End consumers will be able to access loans through participating commercial banks.
The initiative stems from a cooperation agreement signed in March during President Shavkat Mirziyoyev’s visit to France. The project is currently undergoing evaluation and preparatory work.
To shape the project’s economic and technical foundation, a nationwide online questionnaire is being conducted to assess public awareness of energy efficiency. The survey was designed by French consultants from Juru and AETS.
Understanding Energy Efficiency
Energy efficiency involves using less energy to provide the same level of comfort or performance. In practical terms, it means homes stay warmer in winter and cooler in summer with lower energy consumption. This helps reduce household utility bills, eases pressure on national energy systems, and supports environmental sustainability.
Given Uzbekistan's harsh winters and aging building stock, energy-saving upgrades can greatly enhance comfort and affordability for residents. Common improvements include:
- Installing insulation in walls and roofs
- Replacing outdated windows with energy-efficient models
- Upgrading boilers or heating systems
- Installing solar panels or efficient air conditioning units
Such renovations not only lower energy bills but also raise property values and improve living conditions.
Earlier, Uzbekistan established the National Agency for Energy Efficiency under the Cabinet of Ministers, by presidential decree. The agency is tasked with developing a unified state policy to promote energy-saving measures and incentives nationwide.
