The Ministry of Investment, Industry and Trade of Uzbekistan has signed an investment agreement with Arnest Packaging Solutions for the construction of a state-of-the-art aluminum beverage can production plant at the Navoi Industrial Development Complex.
The agreement details an investment of approximately $100mn from Arnest Packaging Solutions, which will establish a facility capable of producing over 1.5bn aluminum cans annually. The project is expected to create more than 200 highly qualified jobs, contributing to the local economy. The plant's launch is slated for the fall of 2025.
Khurram Teshabaev, Deputy Minister of Investments, Industry and Trade, highlighted the project’s significance, noting that aluminum beverage packaging production represents a new technological advancement for Uzbekistan.
"It is planned to export more than 30% of the manufactured products. The implementation of the project will also be another example of cooperation, demonstrating the government's commitment to creating favorable investment conditions through a preferential tax regime and subsidies," he stated.
He emphasized that the government is not only developing infrastructure but also providing a ready-made production site that meets all technical requirements for foreign investors.
Arnest Packaging Solutions, a leading producer of aluminum cans in Russia and the Eurasian Economic Union (EAEU), sees the localization of production in Uzbekistan as a strategic move.
"This investment will significantly strengthen our presence in export markets in the EAEU, Central Asia, and Transcaucasia. It will also free up export volumes produced in Russia, allowing us to focus on satisfying the domestic market," Alexander Isaev, General Director of Arnest Packaging Solutions, remarked.
The Navoi Industrial Development Complex includes the Navoi Free Industrial Economic Zone (FIEZ), established in 2008 to attract foreign investment and promote export-oriented projects. It offers favorable conditions such as tax exemptions and simplified customs procedures for businesses.
