Turkmenistan is currently in the process of establishing a comprehensive land administration system, which includes both a cadastre and a land registration system. Since 1990, the official land statistics of Turkmenistan have shown minimal individualization.
This is largely due to the fact that former collective farms still list land now held in family leaseholds as part of their asset inventories. Despite this, land reform has led to a shift towards individual or household-based farming, with over 75% of arable land now leased to individual farmers. Most leaseholders view this land as rightfully theirs and expect to continue using it in the future.
The project, identified as TCP/TUK/3901 (672242), aims to provide technical assistance to the Ministry of Agriculture and Environmental Protection (MAEP) and its Land Resources Services. The project will take initial (pilot) steps to support the development of a new geocentric coordinate system and geodetic reference network in Turkmenistan.
It will also prepare a long-term roadmap for a modern digital geospatial data infrastructure and implement a comprehensive training program to upgrade the knowledge of the Land Resources Services technical unit. The policy recommendations provided by the project will align with the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries, and Forests in the Context of National Food Security (VGGT), promoting secure tenure rights and supporting the broader development of small family farms.
The project is expected to deliver four major outputs:
- Establishment of a Digital Land Cadastre: This will support the development of small family farms and enhance tenure security.
- Optimized Business Processes: Cadastral survey procedures, maintenance of up-to-date information, and the provision of services will be optimized and piloted.
- Farm Structure Assessment: An assessment will be conducted in a selected pilot site to better understand the structure of farms.
- Capacity Development: Initial capacity building on land cadastre, land tenure, responsible governance of tenure, and VGGT in the context of family farming will be undertaken.
