An OSCE-organized Medical Training-of-Trainers Course commenced on June 24, 2024, aimed at equipping twenty-four border guards from Turkmenistan with essential first aid and emergency medical response skills. These border guards, stationed in remote regions, often find themselves at the forefront of rescue operations and emergency response scenarios.
The intensive course, facilitated by international medical experts from Germany, focuses on enhancing practical competencies crucial for providing effective first aid and pre-hospital care. Key training areas include cardiopulmonary resuscitation (CPR), management of trauma and bleeding, stress and shock management, and protocols for triaging and transporting patients to higher levels of care.
Inaugurating the training program, John MacGregor, Head of the OSCE Centre in Ashgabat, emphasized the significance of border security and the health risks inherent in the guards' duties.
"The highly important work of the border guards entails specific risks to health since border guards are serving in different climatic and geographical conditions at any time of the day," noted MacGregor.
He stressed the potential life-saving impact of comprehensive first-aid training in critical situations, citing international best practices.
The course adopts an experiential learning approach, integrating simulation exercises tailored to the region's diverse climatic and geographical conditions. This hands-on methodology is expected to reinforce practical skills and prepare the participants for real-life emergencies effectively.
Additionally, the training features presentations by experts from the World Health Organization Country Office in Turkmenistan, the Ministry of Health and Medical Industry of Turkmenistan, and the OSCE Centre in Ashgabat. Topics covered include emergency healthcare measures, infection prevention and control, ethical considerations in medical emergencies, and mental health support.
The initiative falls under the framework of the OSCE Centre's extrabudgetary multi-donor project titled "Strengthening State Border Service Capacities of Turkmenistan," with financial support from the Government of Germany. It underscores international cooperation in promoting border security and management while enhancing the resilience of front-line responders.
