Through a government decree, the protocol for maintaining a registry of individuals involved in sexual violence against minors has been officially endorsed. Tanzila Narbaeva, the Chairperson of the Senate, shared this development, underscoring the government's commitment to fortifying the system aimed at safeguarding the rights, freedoms, and legal interests of women and children.
As part of an ongoing effort to enhance the existing protective framework devised by a Senate-formed working group in April, adjustments to certain legal documents of the Republic of Uzbekistan were deemed necessary, resulting in the adoption of the law.
This legislation introduces a provision barring individuals with a history of sexual harassment and violence against minors from engaging in roles related to children's education, upbringing, healthcare, children's sports, and creative organizations. A decisive step in this direction was taken with the government's recent approval of the procedural guidelines for maintaining a registry specifically for those who have committed sexual violence against minors.
Individuals with prior convictions for offenses like murder, defamation of a minor, distribution of pornographic material involving a minor, conspiracy with a minor, establishment or operation of brothels, terrorism, and other related crimes are now recorded in this registry. The creation and management of this register are facilitated through a dedicated information system.
Tanzila Narbaeva highlighted the critical role of the information system in monitoring the employment processes of individuals listed in the register: "Such changes in our legislation are specific to the requirements of the time and are extremely important for humanity. We have a number of other issues in this area that are waiting to be resolved. While actively continuing our work in this direction, we will pay special attention to the further improvement of laws and strengthening of propaganda work"
The Chairperson underscored that the protection of the rights of women and children will remain a central priority moving forward.
