President Shavkat Mirziyoyev extended his congratulations to the employees and veterans of the Uzbekistan Internal Affairs sector on October 25, commemorating the Day of Internal Affairs.
In his message, the President highlighted the substantial reforms executed in recent years to transform the internal affairs organizations into a people-centric structure, ensuring safe living conditions for all citizens:
"In recent years, large-scale reforms have been implemented in order to turn the internal affairs bodies into a truly people-oriented structure, to create safe living and working conditions for the population in all cities and villages."
To achieve this goal, the government established law enforcement centers in more than 350 neighborhoods and deployed preventive inspectors to about 9,500 neighborhoods. Notably, the introduction of the "seven neighborhoods" system signifies a logical progression in these efforts:
"For this purpose, law enforcement centers have been established in more than 350 neighborhoods, preventive inspectors have been established in about 9,500 neighborhoods."
Under the new system, prevention inspectors proactively analyze household situations, identifying individuals at risk of crime, and addressing their social and household concerns. An essential focus lies in enhancing the legal awareness of minors and young people:
"The most important thing is to raise the legal awareness of minors and young people, to educate them based on the principles of a healthy life, and to prevent the occurrence of socially dangerous behavior at an early stage."
Uzbekistan is also embracing technological advancements in the internal affairs sector, incorporating digital technologies, modern office tools, and information systems driven by artificial intelligence:
"Digital technologies, modern office tools based on the best practices of foreign countries, and information systems operating with the help of artificial intelligence are being rapidly implemented in the field of internal affairs bodies."
The President mentioned the establishment of an effective system to train professional personnel for the internal affairs sector and the transitioning of 80% of state services to electronic formats, which will simplify bureaucratic processes:
"At the same time, it was noted that 80% of the state services provided by the internal affairs bodies will be transferred to electronic form, and the bureaucracy and citizens' wandering in the system will be eliminated."
President Mirziyoyev affirmed that the tangible results of these reforms must be experienced by every sector employee and, above all, by the people in their daily lives. These ongoing changes signify Uzbekistan's commitment to creating a safer, more secure society while providing efficient, citizen-oriented services.
