Important reforms in the field of entrepreneurship in Uzbekistan in 2017-2022 and their results were studied by the Institute of Forecasting and Macroeconomic Research.
In the last six years, about 2,000 laws, decrees and decisions aimed at business development have been adopted in Uzbekistan.
- 114 types of licenses and permits required in the field of entrepreneurship were cancelled;
- Notification procedure was introduced instead of 33 types of licenses and permits;
- Tax types were reduced from 13 to 9;
- Tax inspections were cut from 13 to 3;
- Value added tax rate shrank from 20% to 15%;
- Social tax rate went down from 25% to 12%;
- Import customs duty for 3.5 thousand types of goods and excise tax for 1.1 thousand types of goods were cancelled;
- Import customs duties for more than 3,000 types of goods have been sharply reduced.
By the beginning of 2023, there are 1,000 business owners per 15 Uzbek citizens.
By the end of 2022, the share of small and private businesses in GDP reached 54.9%, in construction 72.4%, and in employment 74.4%.
