Starting September 1, 2025, labor inspectors in Uzbekistan will be authorized to conduct inspections without prior notice, according to a presidential decree on additional measures to improve the system of labor relations and vocational training and encourage employers.

Currently, businesses must be notified at least 10 working days in advance before inspections are carried out based on the "Risk Analysis" system. Under the new rules, this requirement will no longer apply to inspections by state labor inspectors.
A draft government resolution detailing the procedure for such inspections will be submitted to the Cabinet of Ministers by December 2025. The framework will include:
- Conducting inspections at specific facilities (addresses) if the business entity’s name is unclear.
- Inspecting employers who fail to comply with written instructions from labor inspectors within the set deadlines.
- Sending inspection orders to employers through their YAMMT (Yagona milliy mehnat tizimi (Unified National Labor System)) personal account.
- Re-inspections if workers’ wages are not paid during the inspection process.
From September 2025, enterprises will also be exempt from the obligation to provide information on their vacancies to employment authorities. Employers will no longer be required to explain why they declined candidates referred by employment offices.
At the same time, liability will be tightened:
- Employers who allow informal employment will face increased administrative penalties.
- Failure to fulfill wage payment obligations may trigger additional inspections.
The government says the reform is aimed at strengthening labor rights protection, reducing informal employment, and modernizing the country’s labor relations system.
