On January 20, Daryo, an internet publication, published material about the tender held by Uz Chasys LLC, which specializes in the production of headlights and lights for cars, where the bid seemed suspicious, and the competitors might be one family member. The Uz Chasys company sent a letter to the editors and informed them that the agreement concluded in connection with the tender had been canceled.
Two participants entered the bid with the initial cost of 474 million soums for the delivery and lifting of cargo from customs terminals. In the competition between And Cargo Trans Service and Zafarbek Cargo Trans Service, the latter emerged as a winner with an offer of 457 million 800 thousand soums.
However, the information obtained by the Daryo correspondent proved the founders and their shares in the chartered fund, Ismanov Muhyiddin Gulamzhanovich, and Ismanova Fatmakhon Igemberdiyevna, belonged to the same family and were affiliated with 100 percent of the shares. This is a blatant law violation (Article 14 of the Law "On State Procurement" (conflict of interest)).
According to the report provided by Uz Chasys, two participants were asked to provide additional documents due to the questionable result of the competition. However, after receiving a refusal from the participants, investigations, and inquiries were conducted through the Tax numbers of these two enterprises.
"It should be mentioned that the two companies and members of the tender commission do not have any relationships," the report says.
As a result, the participants announced that they will not accept this tender and rejected the competition. The heads of the LLCs refused the offered prices and mutually agreed to cancel the tender.
