Uzbekistan has introduced new measures to regulate the use of household and leased land, aiming to boost agricultural productivity and prevent land misuse. The Cabinet of Ministers has published a resolution on additional measures for the effective use of land areas of households and Dehkan farms, outlining new oversight mechanisms and penalties for inefficient land use.

Under the resolution, authorities at different levels will oversee land use:
- At the mahalla level – monitoring will be conducted by “mahalla seven” and “mahalla banks.”
- At the district level – district (city) working groups, led by local khokim deputies, will be responsible.
- At the regional level – oversight will be led by the Chairman of the Council of Ministers of Karakalpakstan and the first deputies of regional governors for finance, economy, and poverty reduction.
If a dehkan farm fails to cultivate its leased land—excluding force majeure cases—district (city) authorities will initiate secondary leasing. Commercial banks and employment departments will implement model projects on at least 40 hectares of land under the "one contour - one product" principle, prioritizing high-value, export-oriented crops.
Individuals who fail to cultivate or properly use their land will face strict measures:
- No preferential loans under state programs for inefficient landowners and farms.
- Suspension of social benefits for individuals listed in the Unified Register of Social Protection.
- Tripled land tax rates for the year in which land misuse is detected through the "Online Mahalla" electronic platform.
In February 2025, a presidential decree reinforced these measures, confirming that homeowners who abandon their land will face a threefold tax increase. The suspension and restoration of benefits, as well as tax penalties, will be implemented based on assessments from the "mahalla seven." If landowners resume cultivation, all benefits and tax rates will be restored with local guarantees.
