Over the past five years, 23 new chemical enterprises have launched operations in Uzbekistan, creating over 4,000 jobs. International brands have entered the market, and the production of low-tonnage chemical products has begun. As a result, the industry’s output has grown 1.5 times.

President Shavkat Mirziyoyev reviewed ongoing projects and strategic plans aimed at further diversifying the chemical sector. During a recent presentation, the president was briefed on key achievements and outlined priorities for future development.
Market reforms have played a major role in reshaping the sector, introducing competitive mechanisms and opening the door to foreign investment. Three major chemical clusters have been established in Navoi, Fergana, and Kungrad, while technology parks in Chirchik and Jizzakh are expanding the production value chain. In addition, the Kokand superphosphate plant has been completely modernized.
In the first quarter of 2025, $181mn in investment was utilized, and three new projects worth $39mn were commissioned. For the second quarter, another $170mn in foreign investment is expected to be directed toward the launch of enterprises focused on producing “green” hydrogen and cyanide salts—highlighting the country’s commitment to sustainable industrial growth.

Efforts to digitalize the sector are also underway. New modules will be integrated into the unified treasury system of chemical plants, and 15 key economic indicators will be monitored through a “Single Digital Platform” to improve transparency and efficiency.
The president placed special emphasis on enhancing energy efficiency and reducing production costs. He also underlined the importance of better utilizing existing facilities and pursuing technologies that support sustainable practices.
With demand for chemical products on the rise in the domestic market and increasing uncertainties in global markets, Uzbekistan is seeking to deepen localization and raise the added value of its chemical exports.
In response, President Mirziyoyev has tasked officials with developing a comprehensive new program for the industry. The plan will focus on structural transformation and the development of new product areas aligned with modern market needs and long-term economic forecasts.
