The State Customs Service of Kyrgyzstan, in partnership with the Ministry of Economy and Commerce, has launched a pilot Electronic Queue Management System (eQMS) at the Kyzyl-Kiya Road border crossing with Uzbekistan. The new system aims to streamline border-crossing procedures for truck drivers, enhance logistics operations, and support Kyrgyzstan's broader economic and regional trade integration objectives.
Starting on November 30, 2024, truck drivers were able to use the eQMS website (kezek.gpti.kg) to reserve specific time slots and enter designated waiting zones at the appointed time. This digital solution was designed to reduce delays, improve traffic flow, and optimize the border-crossing experience.
The initiative is funded by the European Union (EU) and is implemented with technical support from the International Trade Centre (ITC), a United Nations specialized agency. It is part of the ITC's Ready4Trade Central Asia project, which focuses on fostering prosperity through the Trans-Caspian Transport Corridor.
“This launch marks a transformative step toward more efficient and transparent border operations,” said Almaz Saliev, Deputy Chairman of the State Customs Service of Kyrgyzstan. “The eQMS is not just an operational improvement but also a step toward modern, user-centered border management.”
Iskender Asylkulov, Deputy Minister of Economy and Commerce, highlighted that the eQMS will create a transparent and efficient border-crossing process, benefiting Kyrgyzstan's economic growth and enhancing regional partnerships.
Marilyn Josefson, Ambassador of the European Union to the Kyrgyz Republic, highlighted the EU's support for the initiative: “Improving soft connectivity and trade facilitation is crucial for the Trans-Caspian Transport Corridor and for supporting Central Asian businesses in global markets. This project will contribute to sustainable economic development and regional integration.”
Adelina Harunzhen, Trade Facilitation Expert at ITC, emphasized that the eQMS will improve cross-border trade for micro, small, and medium-sized enterprises, creating a more predictable environment that empowers these businesses to compete globally and supports sustainable regional growth.
To ensure smooth implementation, a series of training sessions for key stakeholders were conducted. On November 12, 2024, a workshop in Bishkek introduced transport companies, logistics operators, and trade associations to the system’s benefits, with step-by-step booking instructions. On November 28, 2024, a practical seminar for truck drivers was held at the Kyzyl-Kiya border, providing hands-on training and demonstrations.
