    Russia proposes 90-day limit on migrant stay

    Russian President Vladimir Putin has issued a directive aimed at curbing illegal migration, emphasizing the need to bolster efforts to maintain public order and combat organized crime. The order was issued during an extended meeting of the collegium of the Ministry of Internal Affairs, as reported by Izvestia on April 2.

    In 2023, Russia expelled approximately 110,000 illegal immigrants, marking a significant increase of 65% compared to the previous year. Putin underscored the importance of addressing key tasks such as combating extremism, preventing illegal migration, and enhancing the efficacy of local law enforcement services. 

    "I ask you to pay special attention to tasks such as ensuring public order, combating extremism, putting an end to illegal migration, the activities of local services, as well as the activities of the Ministry of Internal Affairs to neutralize organized crime," - said Putin.

    Interior Minister Vladimir Kolokoltsev highlighted positive trends in crime statistics related to migrants in 2023, citing decreases in various offenses, including murder, robbery, and rioting.

    Putin emphasized that illegal entry into the country fosters an environment conducive to extremism and criminal activities. He stressed that individuals who do not respect Russia's traditions, history, and language should be barred from entering the country, advocating for this principle to guide the nation's migration policy. Putin also warned about the cross-border nature of criminal syndicates operating in Russia, often collaborating with foreign intelligence services and international extremist organizations.

    These criminal groups engage in various illicit activities, including human trafficking, drug trafficking, financial crimes, and cybercrimes, according to Putin.

    In response to the challenges posed by illegal migration, the Ministry of Internal Affairs proposed reducing the temporary stay of migrants in Russia to a maximum of 90 days per calendar year. Additionally, the ministry suggested implementing mandatory fingerprinting and photography for all foreigners upon entry into Russia.

    On March 26, Putin tasked the Russian Ministry of Internal Affairs and the Prosecutor General's Office with developing additional measures to ensure compliance with migration legislation, stressing the need for strict control over the situation in this area.
