    President Japarov announces plans to transform Jalal-Abad into economic hub on city's 146th anniversary

    President Sadyr Japarov of Kyrgyzstan joined the festive celebrations of Jalal-Abad City Day on October 26, as part of a working trip to the Jalal-Abad region. The event, which took place at the Kurmanbek stadium in Jalal-Abad, was dedicated to the 146th anniversary of the city's founding and showcased the rich history and cultural heritage of this Silk Road city.

    The celebration commenced with a vibrant concert and performances that paid homage to the history and significance of the city's name. In his address to the gathered audience, President Japarov emphasized the importance of honoring the legacy of their ancestors for building a brighter future.

    "Dear compatriots, dear residents and guests of the city of Jalal-Abad," President Japarov began, "I am very glad to see you on this significant day as we celebrate the 146th anniversary of Jalal-Abad, known as the 'city of youth,' located at the foot of Mount Ayub-Too. Prosperity and health to you, the descendants of outstanding residents of Jalal-Abad."

    Japarov went on to pay tribute to historical figures such as the brave baatirs (warriors) Kurmanbek and Zhanysh-Bayish, who heroically defended their lands, and Nusup biy, who wielded significant influence in the Kokand Khanate. He also highlighted the contributions of renowned poets, musicians, and public figures from the region, including Zhenizhok, Toktogul, and Niyazaaly.

    The President underscored the importance of remembering the sacrifices and achievements of these ancestors. 

    "We will not be able to build a bright future, even with modern technologies and modern tools at our disposal if we do not remember the good deeds of our ancestors," he stated.

    President Japarov emphasized the need to preserve the historical legacy and border protection efforts of their forebears, acknowledging the significance of the red flag flying over the sacred Mount Ayub-Too as a symbol of their collective heritage and sacrifice.

    Looking to the future, he noted;

    "Today (October 26) marks 146 years since the founding of the city of Jalal-Abad. Over almost a century and a half of history, the city has grown, developed, and continues to transform for the better."

    In alignment with the reforms underway in Kyrgyzstan, President Japarov announced a special plan for 2023 that allocates KGS 2bn ($22.4mn) to transform Jalal-Abad into an economic hub. The plan has already facilitated significant improvements, including the construction of social facilities and the refurbishment of central streets to enhance the comfort and aesthetics of the city.

    As a gesture of support for the residents, 50 new buses were presented to the city, along with new vehicles for the regional court and the Internal Affairs Directorate. These investments aim to enhance the daily lives and public safety of Jalal-Abad's citizens.

    The president also discussed housing initiatives, revealing that the city had initiated the construction of multi-story mortgage buildings designed to provide affordable housing to citizens, including government employees, single mothers with many children, and citizens with disabilities. These measures are part of a broader program to ensure housing for a growing population.

    Presently, there has been a notable three to fourfold increase in the population of Jalal-Abad city. Consequently, it is imperative to proactively plan for the expansion of the city's boundaries.

    As part of the State Mortgage Program, the city has recently initiated the construction of its first multi-story mortgage buildings, comprising 639 apartments, aimed at offering affordable housing to the residents. Upon the completion of these buildings, individuals such as government employees, single mothers with multiple children, and citizens with disabilities will have the opportunity to acquire housing at a 4% interest rate, while others can access it at 8%. The development of mortgage housing is not confined to this project and is expected to continue. President noted that efforts in this direction have also commenced in Talas and Naryn.

    In closing, President Japarov commended the progress Jalal-Abad has achieved and expressed his gratitude to the residents for their support in transforming the city into a thriving economic center. He affirmed his commitment to regional development, emphasizing that the prosperity of cities and regions contributes to the overall advancement of the country.
