Uzbekistan has approved a new regulation governing the registration and deregistration of citizens at their permanent and temporary places of residence, introducing expanded digital verification and online application procedures.
The regulation, which entered into force on May 6 under a government resolution, designates migration and personalization divisions of the internal affairs bodies as the authorized institutions responsible for the process.
Under the new rules, registration at both permanent and temporary addresses must be carried out with the participation and consent of both the property owner and the citizen. Consent will be confirmed through Face ID or Mobile ID systems.
The regulation defines a temporary place of stay as accommodation where a person resides temporarily under conditions предусмотренные by law, including lodging facilities or medical institutions that do not qualify as a permanent residence.
Permanent residence is defined as a house, apartment, dormitory, service housing or other residential property where a person permanently lives as an owner, tenant or user under other legal grounds.
Citizens moving to a new address are required to register their permanent or temporary residence within 10 working days from the date of arrival. Property owners must also notify the authorized bodies regarding the registration of residents.
Applications can be submitted in person through migration offices, public service centers and “Smart Migration” branches, or online through the Unified Interactive State Services Portal and the “E-xabar berish” (E-report) digital notification system.
The regulation states that registration at a residential address does not grant ownership rights over the property.
Under the updated rules, tenants may be registered at rented properties for periods of up to one year based on rental or free-use agreements recorded by tax authorities. Once a property owner confirms the agreement, tenant information will be automatically registered in real time through the government’s integrated “E-xabar berish” (E-report) platform.
The approval of a rental or free-use agreement by the property owner will also serve as official consent for residence registration.
The regulation additionally outlines circumstances under which freedom of movement and residence choice may be restricted, including border zones, closed military settlements, closed administrative territories and areas under emergency or mobilization measures.
Authorities may also reject residence registration if the property is under seizure, transfer restrictions or legal prohibitions.
