Russian employers may soon be required to provide housing for migrant laborers, as reported by "Izvestia."
Members of the State Duma Committee on Construction and Housing and Communal Services will introduce a corresponding bill in the lower house during the autumn session. The term "housing" encompasses dormitories, apartments, and houses.
"Currently, it is not uncommon for dozens of migrant laborers to be crammed into unsuitable makeshift accommodations, without proper registration or oversight," said Deputy Sergey Kolunov.
He emphasized the need for increased control over foreign workers, as registered individuals can be easily located based on their place of residence.
Violation of the proposed law could result in fines ranging from RUB 40,000 to RUB 100,000 ($412 to $1,030) for individuals in authority positions and RUB 400,000 to RUB 500,000 ($4,120 to $5,150) for legal entities. Companies may also face temporary suspension of their operations for a period of 30 to 90 days.
Furthermore, Russian companies will have the flexibility to decide on the method of housing payment, whether it's covered by the employer or deducted from the wages of migrant laborers, Kolunov added.
Valeriy Tumin, Director of Russia and CIS Markets at fam Properties, noted that foreigners are likely to be accommodated in dormitories, where up to four people can reside in one room. He also suggested that employers should not face significant technical challenges in providing housing.
