In the Almaty region, salaries were paid to teachers who didn't exist, according to Orda.kz. More than KZT 609mn ($1.3mn) was transferred to these 'ghost employees' in the education sector. The territorial anti-corruption service uncovered 13 educators who existed only on paper.
"In relation to these cases, criminal cases have been initiated against six accountants. One of them has already been convicted and sentenced to 6 years in prison. The full amount of damage, totaling KZT 81mn ($173,000), has been fully reimbursed," the Anti-Corruption Agency of the Almaty region stated.
Furthermore, the agency identified four instances where accountants colluded with teachers to overstate their salaries. The total amount of such overpayments reached KZT 81mn ($173,000).
"In one case, one accountant and four teachers were brought to criminal responsibility and received sentences ranging from three to six years of imprisonment. The incurred damage, amounting to KZT 62mn ($132,000), has been fully compensated," reported the anti-corruption agency.
Experts suspect that such embezzlements in schools may have occurred due to a lack of integration between the 'Parus-Kaz' and '1C' systems with the treasury databases.
