On September 12, President Shavkat Mirziyoyev presided over a meeting addressing the reform of Uzbekistan's road system. During the meeting, the President discussed several key achievements and challenges in the road construction and maintenance sector and outlined a comprehensive plan for future improvements.
Achievements in the Road Sector
The meeting began by highlighting the significant progress made in the road sector over the past six years. President Mirziyoyev emphasized that funds allocated for road construction and repair have tripled during this period. The acquisition of over 2,000 pieces of specialized equipment by the Committee of Motorways enabled the construction and repair of 65,000 kilometers of roads. The introduction of the "My Way" project and the involvement of residents in suggesting internal street repairs was also acknowledged, benefitting 3,600,000 people.
In total, approximately 3,000 neighborhood roads received asphalt for the first time, while another 2,000 neighborhoods saw the transformation of dirt roads into gravel. These accomplishments reflect significant progress in addressing the country's infrastructure needs.
Challenges and Systemic Problems
Despite these achievements, the road sector still faces several systemic problems, as highlighted during the meeting. The key issues include:
Poor Quality of Roads: Many newly constructed roads suffer from poor quality, necessitating repairs shortly after completion.
Outdated Design Standards: The existing road design standards do not account for variations in size or climatic conditions, leading to suboptimal infrastructure.
Lack of Road Control: The current requirements for road inspection prioritize paperwork over on-site quality checks, resulting in a lack of effective quality control.
Shortage of Qualified Personnel: The sector faces a shortage of skilled personnel capable of operating modern construction equipment.
Absence of Automated Monitoring: The absence of an automated road monitoring system makes it challenging to track cargo movement and enforce weight limits.
Proposed Solutions and Measures
During the meeting, President Mirziyoyev outlined a series of measures and proposals to address these challenges and enhance the road sector:
Comprehensive Design Approach: The President stressed the importance of comprehensive road design, incorporating features such as parking lots, gas stations, restaurants, and greenery directly into the project.
Shift to Volume-Based Construction: The meeting endorsed a shift from the "resource" method to the "volume" method in road construction, following International Federation of Consulting Engineers standards, ensuring certified engineers oversee all construction processes.
Public Involvement in Project Selection: Funds for internal road construction and repair will be allocated exclusively through the "My Way" program, allowing citizens to decide on project locations and ensuring transparency, public control, and quality assurance.
Private Sector Involvement: The government aims to actively engage private partners in road projects, with an emphasis on defining clear conditions for investors and state obligations.
Quality Maintenance: Measures will be taken to ensure the ongoing quality of roads, including the installation of control scales for cargo vehicles through private partnership.
Smart Traffic Solutions: Wider implementation of "smart intersection" and "smart traffic light" control systems was recommended to enhance driver convenience and road safety.
Future Plans and Initiatives
The meeting concluded with the definition of tasks related to the adoption of a three-year program for the construction and repair of roads and bridges in districts, financial recovery for road enterprises, and improvement of the material and technical base. A comprehensive draft decision on the development of the highway sector was also commissioned, considering all the measures discussed during the meeting.
