In a significant step towards addressing the multifaceted challenges of climate change, food security, and economic stability in the Aral Sea region, the United Nations Development Programme (UNDP) has launched a transformative project aimed at fostering self-reliance through climate-resilient agriculture.
The project, "Supporting Self-Reliance through Climate-Resilient Agriculture in the Aral Sea Region," was officially unveiled during a signing ceremony held at the Ministry of Agriculture in Tashkent, Uzbekistan, in September 2023. The initiative has been made possible thanks to a generous contribution of $2 mn from the government of Japan.
The Aral Sea region, straddling the countries of Uzbekistan and Kazakhstan, has long faced the devastating consequences of environmental degradation, including the shrinking of the Aral Sea itself. Climate change has exacerbated these challenges, posing a growing threat to the resilience and well-being of its population.
The signing ceremony brought together key figures, including Alisher Shukurov, Deputy Minister of Agriculture of Uzbekistan; Takashi Hatori, Ambassador Extraordinary and Plenipotentiary of Japan to the Republic of Uzbekistan; and Anas Fayyad Qarman, UNDP Resident Representative in Uzbekistan. Together, they signed the Exchange of Notes and Project document, marking a commitment to progress and prosperity in the region.
With a dedicated budget of $2 mn, the project aims to benefit over 376,000 residents across four northern districts: Hodjeyli, Chimbay, Kegeyli, and Nukus. It is also expected to indirectly impact approximately 1.9 mn individuals living in the region.
Anas Fayyad Qarman, in his opening remarks, emphasized the project's mission to empower communities by introducing climate-resilient agricultural practices and strengthening social infrastructure. He noted that the initiative would promote innovative agricultural solutions, incorporate alternative energy sources, and draw upon Japanese practices for product development and business enhancement. Additionally, the project seeks to improve access to clean drinking water in remote communities exposed to climate risks.
Ambassador Takashi Hatori underscored Japan's commitment to supporting the sustainable and quality growth of the Aral Sea region, emphasizing the need for united efforts in the face of climate change challenges. He highlighted Japan's expertise in innovative agricultural technology and community resilience as valuable assets that would be leveraged to enhance the project's impact.
“We are on a mission to empower communities in our focus areas. We're introducing climate-resilient agricultural practices and fortifying social infrastructure to help these communities thrive on their own terms. Building upon the collective expertise of UNDP and its partners, we will identify and promote innovative agricultural solutions, incorporating alternative energy sources and harnessing Japanese practices for product development and business enhancement,” Anas Fayyad Qarman noted.
The project will introduce advanced farming methods to local communities, enabling them to maximize land productivity and generate higher incomes. These communities will receive support in creating climate-resilient community development plans, ensuring access to clean drinking water, and promoting sustainable energy solutions. By doing so, the project aims to safeguard the health and food security of the region's population.
UNDP's commitment to building a resilient and self-reliant future for the people of the Aral Sea region is reinforced by the project's alignment with the policies and strategies of the Government of Uzbekistan.
These policies include the implementation of a special UN Resolution to transform the Aral Sea region into a "Zone of Ecological Innovations and Technologies" and the adoption of a Concept Note and Integrated Roadmap for the sustainable development of the Aral Sea region.
The launch of the project, with the support of the Government of Japan, marks a pivotal moment in addressing the pressing challenges faced by the region's population. Through collaborative efforts and innovative solutions, UNDP and its partners are dedicated to mitigating the effects of climate change and fostering sustainable growth for the benefit of all.
