On July 20, the U.S. Department of Treasury made an official statement announcing sanctions against four Kyrgyz companies, as detailed in their press release. The sanctions were imposed due to these companies being involved in facilitating the bypassing of restrictions set by Western countries, allowing Russia to acquire dual-purpose goods and technologies.
The U.S. government expressed concern that since Russia's large-scale invasion of Ukraine began, numerous enterprises based in Kyrgyzstan have been exporting electronic components and various technologies to Russia, with some of these items ending up in the hands of Russian defense companies.
As a result, the U.S. took action against PM Design and Development, which is a Kyrgyzstan-registered company established in March 2022. This company was found to be actively supplying dual-purpose goods to Russia, including semiconductors, electronic integrated circuits, and capacitors, which were subsequently used by several Russian companies. These Russian entities were also placed on the U.S. sanctions list.
Furthermore, Kyrgyzstan's Progress Leader, GTM Technology, and Cargoline companies also faced U.S. sanctions due to their involvement in similar activities.
The Washington Post had previously reported that the U.S. was taking economic measures against Kyrgyzstan for allegedly violating sanctions imposed on Russia, suspecting Bishkek of supplying Chinese drones to Russia.
The Kyrgyz State Committee for National Security has stated that the Kyrgyz government and state-owned enterprises did not violate the U.S.-imposed sanctions against Russia. However, they acknowledge that certain private companies may have been involved, leading the committee to initiate an investigation into the matter.
In response to the situation, Kyrgyz Prime Minister Akylbek Japarov has assured that measures have been implemented to prevent the export of products that would breach the sanctions imposed by the U.S.
