The draft of the presidential decree "On additional measures to further develop the transport infrastructure and introduce a digital traffic management system in the city of Tashkent" stipulates full coordination of the transport infrastructure with the modern requirements of ensuring traffic safety, the introduction of a centralized digital control system at high-traffic intersections and highways.
In this regard, the "Concept of increasing the capacity of the streets of Tashkent city with high traffic, introducing effective management of traffic flows and building overpasses" is approved.
According to the document, the authorities plan to undertake the following measures:
• effectively manage the vehicles passing through intersections and highways;
• reduce the number of private cars in the city center by 20%;
• increase the number of paid car parking spaces;
• cut down the amount of damage caused by motor vehicles to the natural environment by 35%;
• reach digitalization by 90-95% by implementing modern technologies in the design and construction of overpasses and intersections;
• control of the weight and dimensions of motor vehicles passing through the city centre.
According to the concept, full satisfaction of the need for movement by offering quality, convenient and safe public transport services is one of the important factors that prevent a sharp increase in the number of vehicles on the roads.
In this direction, increasing the attractiveness of public transport is a decisive factor in the choice of the population, with 2 main indicators: attractiveness in terms of time and price.
The priority of public transport is ensured by providing the opportunity to use social fares on sustainable public transport for residents who reach their destination by private transport or taxi.
