Uzbekistan may administer child guardian service if parents go abroad for longer than 3 months

The head of the information service of the Ministry of Justice, Sevara Orinboyeva talked about the draft law protecting the rights of women, children and elderly parents.

She said that the appointment of a guardian or sponsor will be introduced for children whose parents leave the country for more than 3 months.

Also, a new Code of Administrative Responsibility envisages the compulsory paid public works against offenders who try to escape the liability of supporting minors, handicapped.

According to the draft law, those who sexually assaulted minors will not receive amnesty, they will be prohibited from working in educational and medical institutions, and criminal liability for blackmail by distributing someone's photos, videos and correspondence are provided.

The authorities are planning to tighten the responsibility for making a pornographic product featuring a minor and:

• forcing a woman to artificially abort her fetus;
• the punishment is aggravated for touching the honour or satisfying the sexual need unnaturally, forcing a person to have sex, having sex with a person under the age of 16, making obscene actions against him;
• criminal liability is established for disclosing information reflecting confidential aspects of a person's life (violation of privacy);
• insulting a person in public places: sexually describing his stature, calling him with such words, commenting, comparing, and performing actions that indicate a sexual inclination;
