Shavkat Mirziyoyev signed the decree "On measures to implement administrative reforms of new Uzbekistan" and the decision on the effective organization of its implementation. In this regard, Tanzila Norboyeva expressed her opinion at the thirty-sixth plenary session of the Senate of the Oliy Majlis.
“The head of state signed a decree and decision aimed at administrative reforms. The executive power system is being completely revised. From the government and ministries to regional structures, the way of task implementations, directions of activity, demands and tasks are also fundamentally changing. Based on this, we should have a new approach to working with the government," said the chairman of the Senate.
She said that the committees should reconsider the methods of communication and work with the relevant state administration bodies. After all, the main goal of the parliament is to establish cooperation between the branches of government in order to ensure the interests of the people, while maintaining the balance of mutual restraint of the authorities.
"At this point, we need a fundamentally new approach to the issue of hearing reports and information from heads of ministries, departments and regions. Hearings, studies, surveys and other types of parliamentary control instruments should be used more effectively.
Only then will we make a worthy contribution to ensuring openness, efficiency and high quality in the activities of executive bodies. In turn, in our work, we need to pay more attention to the consideration of laws from the point of view of the interests of the regions," the Senate chairperson said.
According to the Chairman, for this purpose, each committee must first actively involve local councils, experts and public representatives in the processes of discussing of laws.
