Uzbekistan’s Cabinet of Ministers on August 1 adopted a resolution on measures to implement a large investment project to build the Sea Breeze Uzbekistan project—an all-season resort complex to be developed in the Bostanlyk district of the Tashkent region. The $5bn project will be executed by Azerbaijan’s Agalarov Development and its joint venture, Sea Breeze Uzbekistan, selected as the top proposal by the government commission on investment and trade.

The large-scale project spans 577 hectares and aims to transform the area into a modern tourist hub, offering year-round services, boosting employment, and raising the region’s appeal to both domestic and international visitors.
Investor Obligations and Regulatory Oversight
Sea Breeze Uzbekistan assumes a broad range of legal, environmental, and social obligations to ensure the responsible execution of the resort project. All development plans must be approved by relevant state authorities before construction begins, and utility service tariffs within the resort will be set in coordination with the Cabinet of Ministers.
The company is expected to integrate international best practices in sustainable tourism development, using advanced technologies while complying with environmental standards and urban planning regulations.
A key provision of the resolution is strict government oversight. The Prosecutor General's Office of Uzbekistan will oversee compliance with all legal, environmental, and urban planning requirements throughout the project lifecycle.
Property Rights and Compensation
The resort’s development footprint includes areas that contain privately owned properties, including homes and facilities belonging to individuals and businesses. The resolution mandates that all property issues be resolved lawfully, with full legal documentation and fair compensation provided in accordance with current legislation.
Authorities and developers are tasked with maintaining a balance between development needs and respect for property rights, ensuring that transparency and mutual understanding guide the process.
Environmental Protection Measures
Environmental protection is central to the Sea Breeze project. The developers are obligated to:
- Preserve green spaces by assessing the ecological and aesthetic value of trees, with a preference for transplanting rather than removal.
- Take compensatory greening measures, including planting new trees in larger numbers where removal is necessary.
- Prevent any discharge of waste or wastewater into the Charvak Reservoir and the Chirchik River.
Additionally, a modern wastewater treatment system will be implemented to direct waste to the Chirchik city wastewater treatment plant, ensuring no environmental harm to nearby water bodies.
The state will conduct ongoing monitoring of environmental indicators, including water quality, during both construction and operation phases. All engineering works must prioritize sustainability and environmental safety.
Infrastructure, Jobs, and Regional Development
Beyond the resort itself, the project includes infrastructure upgrades and beautification of the surrounding area, creating a more comfortable environment for both tourists and local residents.
The resort is expected to:
- Stimulate economic growth in the Bostanlyk district.
