At the meeting, Odiljon Iminov spoke about the need to take into account the needs of people with disabilities in urban planning, and the importance of creating conditions for their unhindered use of all social infrastructure facilities.
85% of social infrastructure facilities and buildings of Tashkent city are still not adapted for barrier-free use by persons with disabilities. First of all, conditions for convenient use of underground transport have not been created. Most of the metro stations are not equipped with ramps, which does not meet the requirements of urban planning standards. Secondly, the possibility of independent use of city surface transport by persons with disabilities has not been fully created. In particular, the lack of adaptation of public transport for the free movement of people with disabilities who move with the help of wheelchairs, the blind and hearing impaired, in particular, the lack of electronic information boards, hearing devices, and other aids in bus salons, creates complications. Thirdly, infrastructure facilities along the road (underground and overpasses) have several significant shortcomings. In particular, in some overpasses (at the intersection of Sebzor and A. Qadiri streets), elevators were provided during the design process, but they do not exist in practice. Also, escalators do not work in this place. Fourth, public spaces do not have the necessary hearing and vision information for persons with disabilities, including indicators and signs prepared in relief dot Braille. Odiljon Iminov, senator.
In a survey conducted by the Association of Disabled People of Uzbekistan, 93 percent of people with disabilities rated surface public transport as unsatisfactory from the point of view of accessibility. At the same time, one of the significant obstacles is the lack of technical devices on the sidewalks, that is, a traffic light equipped with a voice signal for the visually impaired. "This not only prevents disabled people from active and independent movement but also puts their lives at risk during traffic. "Such cases mean that persons with disabilities become dependent on their relatives to move around in a way that requires assistance," the senator noted.
