Tajikistan has approved a draft agreement with Uzbekistan on long-term electricity exports from the Rogun Hydropower Plant (HPP).

According to Tajikistan’s Ministry of Justice, the agreement outlines the basic principles of power trade between the two countries. Electricity generated at the Rogun HPP will be exported to Uzbekistan under a 20-year deal, with the possibility of automatic extension for another 10 years unless either side decides to terminate it six months before expiration.
The price for electricity has been set at $0.034 per kilowatt-hour (kWh), with zero-rated VAT. Starting from the second year, the rate will be indexed by 1% annually. The volume and exact terms of supply will be determined in a separate contract between Rogun HPP and O'zenergoinspeksiya (Uzenergyinspection).
Initially, electricity exports will take place only during the growing season—from April 1 to September 30—until the Rogun HPP becomes fully operational.
Once completed, the plant will supply power year-round, based on a schedule agreed upon by both countries’ energy system operators. Supplies from Rogun will be delivered in addition to existing volumes exported by Tajikistan’s state energy company, Barki Tochik.
The agreement includes provisions for dispute resolution through consultations and negotiations, and allows for amendments by mutual consent.
