The Minister of Energy of Kyrgyzstan Taalaibek Ibraev, signed an Investment Agreement in Germany that marks a step towards enhancing Kyrgyzstan’s green energy infrastructure. The agreement, finalized during the official visit of President Sadyr Japarov to Germany, will pave the way for the construction of two floating solar power plants at the Toktogul Reservoir.
The agreement was signed by the Minister Ibraev, Jan Sonnenschein, Chairman of the Board of Directors of Sonnenenergie a.s., investor Arnold Behrens from AB Progressio GmbH, Michael Bellmer from LTI ReEnergy CleanTech Project Development UG, and Anuar Topeev, General Director of SES Toktogul. The project is expected to attract $650mn in investments and aims to reduce Kyrgyzstan’s dependency on electricity imports, thereby strengthening its energy security.
The floating solar power plant, one of the largest of its kind, will be developed in two phases, with a combined capacity of 1,224 MWp (1,000 MW AC) and an annual generation capacity of 2 TWh of clean energy. This project will span four years of construction and is expected to make a considerable contribution to the country’s sustainable energy goals. The floating technology used will include a unique anchoring system to adapt to the water level variability of up to 62.2 meters at the Toktogul Reservoir.
A key feature of the project is its ability to reduce water evaporation by over 80% in the covered areas. This will not only conserve water for the Toktogul Hydroelectric Power Plant but also boost Kyrgyzstan’s energy independence.
In addition to the Investment Agreement, a Memorandum of Understanding (MoU) was also signed between the Ministry of Energy of the Kyrgyz Republic and Siemens Energy Global GmbH & Co. KG. The MoU focuses on researching and implementing future energy projects, marking the beginning of further international collaboration in the energy sector.
