International Cement Group (ICG) has solidified its position as the largest dry cement producer in Kazakhstan with the inauguration of its fourth integrated cement plant, Korcеm, in the Korday District of Jambyl Region. The plant was officially opened on October 30, 2024, at a ceremony attended by prominent officials, including Jambyl Region Governor Yerbol Karashukeyev.
The Korcеm plant brings an additional 1.5mn metric tonnes to ICG’s annual cement production capacity, raising the Group's total output in Kazakhstan to 3.7mn metric tonnes. This expansion stresses the company's role in meeting the region's growing infrastructure and urban development needs.
With an investment of over $153mn (S$201.81mn), the Korcem plant marks the largest single investment by a Singaporean company in Kazakhstan. Strategically located near Almaty, Kazakhstan's financial hub, and the Alatau Special Economic Zone (SEZ), the plant is well-positioned to support key development projects. Its proximity to Bishkek, Kyrgyzstan's capital, also opens avenues for export opportunities.
The Korcem plant will generate more than 300 jobs for local communities, contributing significantly to the economic growth of the Jambyl Region. Additionally, the plant will play a pivotal role in critical infrastructure projects across Central Asia, further cementing ICG's leadership in the regional construction sector.
ICG’s new plant boosts its total cement production capacity in the region to 5.5mn metric tonnes annually, a 37.5% increase. This expansion reflects the company’s commitment to operational excellence and strategic growth.

The Alatau SEZ, designed in partnership with Singapore’s Surbana Jurong, is expected to house 2mn residents and create 1.1mn jobs. The Korcem plant is poised to play a key role in supplying cement for SEZ developments and other urbanization projects in the region.
In addition to its operations in Kazakhstan, ICG has a strong foothold in Tajikistan, where it operates the largest integrated cement plant in the Khatlon region. With other facilities in Almaty and East Kazakhstan, ICG has established itself as a cornerstone of Central Asia’s cement industry.
The Korcem plant is expected to begin contributing to ICG’s sales volume by the second quarter of 2025. With this expansion, ICG aims to strengthen its market share and reinforce its leadership in the region’s growing cement industry.
