The United Nations Development Programme (UNDP) is set to support Uzbekistan in advancing its climate goals through a new project worth $250,000. The initiative, titled “Supporting Uzbekistan in the Development of NDC 3.0,” will assist the country in preparing its third iteration of Nationally Determined Contributions (NDCs), which are essential to meeting the objectives of the Paris Agreement.
A formal Statement of Intent was signed by Deputy Minister of Ecology Obidjon Kudratov and UN Assistant Secretary-General Ivana Zivkovic, who also serves as UNDP Regional Director for Europe and the CIS. The agreement was finalized during the side event “Uzbekistan’s Roadmap to NDC 3.0 with a Focus on Mainstreaming Gender Equality and Social Inclusion” at the COP29 climate conference in Baku, Azerbaijan.
The primary goal of the project is to support Uzbekistan in preparing NDC 3.0, which will align with global climate targets and the Paris Agreement. As part of the “Climate Promise” initiative, the project will incorporate important elements such as biodiversity, social inclusion, and gender equality into Uzbekistan’s climate strategies. This will help the country implement bold climate actions and long-term development strategies that also contribute to achieving the United Nations Sustainable Development Goals (SDGs).
The project will focus on building the capacity of government officials and institutions, enabling them to implement effective climate policies. It will also foster knowledge sharing on topics like circular economy practices, inter-ministerial coordination, and addressing the agriculture-water-energy nexus. Gender and social inclusion will be central to the development of the NDC 3.0, ensuring that the country’s climate actions are inclusive and equitable.
Scheduled for completion between December 2024 and December 2025, the project will also develop a roadmap to address identified gaps in Uzbekistan's climate efforts. This includes strengthening institutional coordination, supporting a just energy transition, and integrating climate and biodiversity goals with financial and investment strategies.
In collaboration with the Ministry of Ecology, Ministry of Economy and Finance, and other key agencies, UNDP will apply international best practices to ensure that Uzbekistan's NDC 3.0 is both comprehensive and actionable, reinforcing the country's commitment to a sustainable and resilient future.
