The Eurasian Development Bank (EDB) allocated $537,500 for the purchase of equipment for the Bishkek Heat and Power Plant (HPP). This was announced during a meeting between the Chairman of the EDB Management Board, Nikolai Podguzov, and Akylbek Japarov, Chairman of the Cabinet of Ministers of Kyrgyzstan.
In 2023, the EDB allocated $92 mn for new investment projects in Kyrgyzstan. This is the highest amount since the bank began operations in the country. The EDB plans to continue its project activities in the Kyrgyz Republic in 2024, focusing on digitalization initiatives.
The digital projects include the establishment of a system for electronic vehicle passports and the development of the "Work in the EAEU" mobile app. This app, available in the Kyrgyz Republic, Russia, and Armenia, provides access to government and commercial services, facilitates obtaining necessary documents, and offers digital services and job vacancy information in EAEU countries.
The meeting concluded with the signing of two agreements:
1. Technical Assistance Agreement for Bishkek HPP
This agreement, funded by the Technical Assistance Fund (TAF), involves the purchase of equipment to reconstruct the Bishkek Heat and Power Plant (HPP). The total project value is up to $537,500.
2. Support for PPP Project for Uzgen Bypass Road
This agreement supports a public-private partnership (PPP) project to construct and maintain a bypass road around Uzgen. The project aims to improve the road sector and connectivity in the Osh region, enhance road safety, and improve the environmental situation in Uzgen through new toll road management technologies.
Akylbek Japarov expressed his commitment to cooperation with the EDB. He outlined expectations that under the bank’s new strategy until 2026, the EDB would focus on larger projects in renewable energy and transport infrastructure using PPP mechanisms. Additionally, the bank will support the private sector by providing short-term funding.
