Sub-regional practical training on the establishment of a mechanism for direct pre-arrival data exchange on high-risk shipments took place at the border customs posts of Farap in Turkmenistan and Alat in Uzbekistan.
The 1,650 km long border with Uzbekistan is the longest for Turkmenistan.
The event was held within the framework of the Global Container Control Program of the United Nations Office on Drugs and Crime (UNODC) and the World Customs Organization (WCO).
The exercises on both sides of the border were conducted under the guidance of instructor Svetlana Savova.
"The participants successfully tested the exchange of pre-arrival data sets regarding the inbound and outbound cargo, which might represent a potential risk in terms of its legality."
During the exercise, the WCO–ContainerCOMM secure communication platform was used.
"The pre-arrival information exchange on shipments is crucial to early profiling and identifying high-risk consignments prior to their arrival to the Customs posts."
The pilot, implemented through December 2022 – January 2024, involved missions on assessing the technical needs and appropriate treaty framework between the Customs services of the two countries.
"This successful practice will be further extrapolated to other adjacent Port Control Units of Central Asian countries, deployed at shared segments of their borders. "
