The discussion centered on the need for a strong commitment to the rule of law, elevating legal education, and fostering a culture of adherence to legal norms within the nation.
President Tokaev emphasized his vision for the principles of "Law and Order" to become a distinct ideological and political guide for Kazakhstani society. Against the backdrop of rising concerns, the President underscored the necessity of an unwavering stance against all forms of lawlessness, from street incivility to serious crimes like fights and murders.
Addressing the prevalent issues, the head of state stressed that combating such negative phenomena requires collective societal action. He called for the creation of an atmosphere of absolute intolerance toward any violations of law and order, encompassing issues such as public violence, vandalism, rudeness, and hooliganism. The President emphasized the need for resolute measures to curb any acts of violence against women and children.
In response to a recent high-profile murder in a capital city restaurant, President Tokaev instructed the leadership of the Ministry of Internal Affairs to personally oversee the investigation, reflecting the government's commitment to ensuring justice and order prevail.
"The law should be the same for everyone. Justice in society is solidarity within the city and the consolidation of legality. A just Kazakhstan is a country where the law is upheld,"
stated President Tokaev. His words echoed the broader theme of promoting a higher legal culture, a sentiment he had previously expressed on the eve of Republic Day.

He urged society to deeply internaalize the importance of maintaining order, as a civilized society is built on the axiom that where there is order, there is civilization.
