For the first time in the country, hydroelectric power plants are being developed through public-private partnerships (PPP), the press service of JSC "Uzbekgidroenergo" reports on this significant milestone for the local energy sector.
"Uzbekgidroenergo" is taking on the role of the private investor in five hydroelectric power projects, namely "Kizildarya," "Suvlisoy," "Dukentsoy," "Kamchik," and "Quyi Koksuv." These projects have a combined capacity of 46.6 MW, an average annual production of 179mn kWh, and an overall cost of $106.9mn.
To ensure the success of these projects, highly qualified foreign consultants have been engaged through the "Institutional Capacity Building" grant funds from the World Bank.
Synergy Infrastructure and Financial Advisory Services Inc., Dolsar Engineering, and UNICASE have been selected as financial, technical, and legal consultants, respectively. These companies are working towards harmonizing project documents with international standards, simplifying the tendering process through a single lot, and enhancing transparency and efficiency.
By utilizing the expertise of foreign companies, "Uzbekgidroenergo" aims to ensure the long-term financial stability and viability of the hydroelectric projects, while adhering to the highest engineering standards and making the best use of natural resources. Additionally, they intend to establish comprehensive legal regulations for the construction process.
The public-private partnership model invites interested local and foreign investors to actively participate in the tendering process, with the tenders scheduled to be launched in August 2023.
Regarding recent electricity production and delivery figures, Uzbekistan saw a notable increase in May 2023. The country produced 5.8bn kWh of electricity, marking a 5.2% rise compared to the same period last year. Additionally, electricity delivered to consumers reached 5.3bn kWh, indicating an 11% increase from the same period in 2022.
Moreover, the development of hydroelectric power stations is expected to create 1,560 jobs and provide electricity to over 850,000 households. For instance, the Upper Topalang HPP in Surkhandarya is projected to bring significant benefits to the region. Furthermore, new micro hydroelectric power stations were launched in two districts of the Andijan region on June 16.
