President Shavkat Mirziyoyev of Uzbekistan has signed a decree to establish a register of persons convicted of serious crimes in the country, informs Nemolchi.uz on July 4. The registry, set to be launched from July 11, aims to provide a comprehensive list of individuals convicted for offences including premeditated murder, sexual crimes against minors, terrorism, and involvement in pornographic activities with minors.
Once included in the register, individuals will face certain restrictions, regardless of the applied punishment or exceptional circumstances such as amnesty. Specifically, they will be prohibited from working in educational, training, healthcare, and other institutions where they would have direct interaction with children.
The registry will include a list of those convicted of:
- premeditated murder;
- rape or forcible satisfaction of a sexual need in an unnatural form against a victim under the age of eighteen;
- compulsion to enter into sexual intercourse of a person under the age of eighteen, associated with sexual intercourse or satisfaction of a sexual need in an unnatural form;
- sexual intercourse or satisfaction of a sexual need in an unnatural form with a person under the age of sixteen;
- committing indecent acts against a person under the age of 16;
- importation into the territory of Uzbekistan for the purpose of distribution, advertising, demonstration, as well as the manufacture of pornographic products with a description or image of a minor, or involving a minor as a performer in actions of a pornographic nature;
- pimping, organisation or maintenance of dens of debauchery involving a minor;
As the registry becomes operational, it will provide a valuable tool for law enforcement agencies to monitor and track individuals with a history of serious criminal behaviour. This will enable authorities to implement appropriate measures to prevent recidivism and protect potential victims.
