On June 19, President of Uzbekistan Shavkat Mirziyoyev signed a resolution on the development of a mental health service in the country. The document is aimed at radical improvement of the mental health service of the population, which implies:
- introduction of an united horizontal management system for the provision of specialised psychiatric and neurological care;
- integration of mental health services into primary health care facilities;
- full provision of medicines for people suffering from mental disorders, as needed;
- strengthening the mental health of the population, particularly children and adolescents;
- improvement of the personnel training system, worthy stimulation, and the creation of additional resources;
The Republican Specialized Scientific and Practical Medical Center for Narcology will be renamed the Republican Specialized Scientific and Practical Medical Center for Mental Health beginning July 1.
The Center will organise and oversee all levels of mental health care. The framework of the facility will comprise regional psychiatric and narcological hospitals and dispensaries.
The following will be launched on August 1:
- a medical psychologist - in district and city multidisciplinary central polyclinics (due to staff reductions in the departments of the Center for Supporting a Healthy Lifestyle and Increasing Population Physical Activity);
- suicidologist - in neuropsychiatric dispensaries that do not have inpatient beds, and in psychiatric hospitals with dispensaries;
- an admissions doctor, a psychiatrist on duty, a medical psychologist, or a psychotherapist within.
The World Health Organization Action Program for Mental Disorder Care in Primary Health Care should be implemented by the end of 2023. It includes:
- implementing strategies for the early diagnosis and treatment of mental illnesses in primary care;
- increasing the skills and expertise of primary care physicians and other health professionals in clinical evaluation, treatment, and follow-up of people with mental disorders.
Special social and emotional learning (Social Emotional Learning, SEL) will be introduced in institutions of general secondary education, within the framework of the existing disciplines of the school curriculum and extracurricular processes, to develop students' skills of self-control and overcoming difficult life situations, preventing depressive, anxiety, and suicide states.
At least 40 area specialists will be transferred to known overseas medical institutions and centres for further training and internships in 2023-2024.
The allowance for psychiatrists working in district and city multidisciplinary central polyclinics, as well as psychiatrists, medical psychologists, psychotherapists, and suicidologists working in psychiatric medical institutions, has been increased from 25% to 50% of the official salary as of July 1.
