Shavkat Mirziyoyev underscored that for the first time, Uzbekistan was defined as a state governed by the Rule of law during the meeting with the MPs of the Oliy Majlis, political parties, judicial and executive authorities, and public activists dedicated to the results of the referendum.
The norms regarding the guarantees of human rights have also been increased by 3 times which means the rule of law will be ensured in all spheres with no ambiguities in the Laws and be resolved in favor of people.
"Most importantly, the view that 'Law is sacred, and justice must prevail!' should become a rule of life for every member of society, especially for officials. In order to protect human rights and freedoms, it is necessary to ensure the fair and independent functioning of the courts in practice," the president stressed.
The New constitution specifically states that no one could be detained for more than 48 hours without a court order; the rule that restriction of freedom is allowed only by a court decision; the right of the accused not to testify against himself, i.e. to "remain silent", is separately defined; the lawyers now have equal authority along with the investigator and prosecutor.
"No matter how difficult it is, the time demands that these things must be done," Mirziyoyev noted.
The head of state underpinned that millions of citizens actively participated in the public discussion of the draft Constitution and the scope of social services will be further extended to the enlightened, lonely elderly, people with disabilities, and the population in need of special attention in the country.
