Yuksalish nationwide movement has appealed with proposals to mitigate the consequences of the situation caused by the abnormal cold.
These days problems related to electricity, gas supply, and heating cause reasonable discontent among citizens. The country’s energy system has shown its unpreparedness for such tests.
Based on the opinions of the citizens, the movement called for responsible state structures:
Firstly, recalculate for all days when the population was not supplied with hot water set temperature, electricity, and gas.
Secondly, the Department of Energy should report to the population on the preparations for the winter: why another energy crisis has occurred, how it addresses this problem, and making sure that it does not happen again. The government should announce its energy sector strategy.
Thirdly, organize a public hearing on the transition to alternative energy sources, accessibility, and availability of infrastructure for renewable energy development in Uzbekistan. In order to openly discuss what hinders the broad effect of alternative energy sources, and how this direction can be stimulated, it is necessary to involve experts, and public officials, to study the public's opinion.
Fourth, given that a minimum of two to three weeks will remain cold days, the following operational measures are proposed:
1. There is the experience of COVID centers in all regions and the creation of a hostel for students in Tashkent. Prepare heated rooms with an uninterrupted supply of hot water, and electricity so that people can come to warm up, charge phones and other devices, bathe, and prepare food.
2. Provide access to official information. Every day at least one or two times the managers in the power system must go live (TV, radio, Internet media) with briefings, telling what has been specifically done to improve the situation, what accidents have been fixed, where there are still problems, and their elimination.
3. Launch a multifunctional call center to receive requests from citizens. Because in these days citizens can not call the responsible authorities through their 'helplines'. Lines are overloaded, there are times when people just don’t answer.
