Norma, the website, informs that the order of the director of the State Service Development Agency under the President "On approval of the methodology for evaluating the efficiency of state civil servants based on the most important indicators" has been adopted.
The approved methodology determines the procedure for determining the efficiency of civil servants' activities in order to apply bonuses and promote them by position.
Specific, measurable, achievable, and time-bound performance indicators are approved for each position in the state body.
The performance indicator of a public servant is evaluated by giving points:
- Up to 60 points — unsatisfactory;
- 60-80 points — satisfactory;
- 80-100 points — good;
- 100 points and above - excellent.
An assessment will not be conducted in the following cases:
- less than 3 months after the civil servant was hired;
- during the period when the civil servant is on vacation;
- when the civil servant is on a training or business trip;
- when a civil servant is involved in interdepartmental working groups.
The following additional incentive measures may be applied by the head of the state body in case the performance of the civil servant is evaluated as "good" and "excellent" according to the results of the evaluation:
- to be included in the list of candidates to be promoted in the first place;
- inclusion in the list of potential candidates for promotion;
- extraordinary granting of qualification;
- non-material incentives;
- removal of the given disciplinary sanction;
- other incentive measures.
