Shavkat Mirziyoyev in his address to the Oliy Majlis and the people of Uzbekistan (December 20), specifically underscored the problem of corruption and focused on fighting its causes rather than its outcomes.
"The people ask us to build new schools, kindergartens and hospitals, to improve the quality of education and medicine, to solve local problems related to drinking water and electricity, roads and transport, and to increase the number of jobs, ensure justice," the head of state said.
Supposedly, the system of considering appeals of individuals and legal entities has been fundamentally improved, and public and virtual receptions of the President, a hotline, as well as relevant operators of ministries and agencies, have been established.
In 2022, the Law "On Civil Service" and model rules of ethical behaviour of civil servants were adopted, and anti-corruption prohibitions and restrictions were established. In his appeal, the President also suggested introducing the institution of political and legal responsibility of the heads of state bodies.
Also, it is proposed to make important decisions on government decisions and socio-economic issues related to the life of the country in a collegial manner, with the direct participation of ministers. Deputies, senators, and local councils were instructed to conduct analysis in specific areas and to be active in eliminating corruption.
