In Uzbekistan, it is expected to introduce the procedure of submitting a vote of no confidence to governors. This is provided for in the draft bill developed by the Ministry of Justice.
According to the draft bill published for public discussion, Article 7 entitles "Vote of no confidence in the head of the local executive authority" which may be included in the first chapter of the Law on Local Executive Power.
This article stipulates that at least one-fifth of the total number of deputies of the Councils of People's Deputies have the right to propose a vote of no confidence in the governor.
The following are grounds for accepting a vote of no confidence in the mayor:
- that at least one-third of the measures provided for in the regional development program approved by the Councils of People's Deputies have not been implemented or have not been implemented properly;
- that the legal requirements given by the governor within the authority of the councils of people's deputies have not been fulfilled more than twice;
- Violation of the code of conduct of state civil servants by the governor;
- that the governor or his deputies allowed a conflict of interest in the implementation of state procurement, as well as violation of legal requirements in spending local budget funds.
The vote of no confidence shall be considered by the respective Councils of People's Deputies in an extraordinary session within 10 days, and it shall be considered accepted if more than half of the total number of deputies vote.
In the case of a vote of no confidence against the mayor, the president or a higher-ranking mayor will consider the issue of dismissing the mayor or rejecting the vote of no confidence within 10 days.
In the event of a decision to dismiss the mayor, his deputies will also be dismissed.
The discussion of the bill will continue until January 11.
